Why won't turbo tax show me the option to select which return (Federal/State) I would like to file?

So here's my problem. When I was done reviewing both my federal and state return, TurboTax informed me that there are some rule changes to by state return due to the new stimulus bill that was passed. At this point TurboTax suggested I had two options - Option 1 - File federal only and wait for state, Option 2 - Hold off and file both together.

I wanted to file my federal and wait for state so on the bottom of the screen I selected "Continue to File". From there I paid for both federal and state, selected how I want to receive refund. Then it takes directly to identity verification and transmitting taxes. I am not seeing an option anywhere TurboTax would allow me to only file "federal" return.
