Why will it not let me submit to take the $39.99 from state refund?

I filed my federal returns and now I am filing state returns for 2016, and have yet to do 2015 next. My issue is when I prefill my information and DOB on the state return, to let the additional fee of $39.99 that I was unaware of, come out of my refund from state it will not let me submit it. I am typing it in as it appears and it is not working.

You cannot efile 2016 state returns now, so change it to File by Mail.

and TT fees can never be paid from a state refund.
