Why will it not let me file by mail? It keeps returning me to page that says I have a Zero balance on lines 15, 21 and some others

It sounds like you don't have any taxable income on the return.  The IRS does not accept e-filing of returns with no taxable income on them.  If you had taxable income that you though t would be on your return, you need to go back and enter it.  If  you have no income but social security yoou don't need to file a return.  If oyu have any further questions about thyis, please post back again.
