If you're referring to the vouchers that the TurboTax program prints, those are actually "suggestions". If you want to truly estimate your taxes for 2019, you'll need to use the 1040-ES Publication from the IRS. I've linked the publication below.

Use the worksheet on page 8 to figure your estimated tax payments for 2019. The publication even has form-fillable vouchers that can be mailed with your payments should you choose to mail them.
