Why isn't Turbo tax is allowing me to use my federal refund to pay the turbo tax fees. Not sure why. it's more than enough?

Did you also account for the extra $40 service fee for that option ($45 for California filers)   and also possible sales tax?

Did you choose to efile the return?   For that option efiling is required.

Do you have a USA address?  Can't be foreign.

If you have the fees deducted from your Federal refund there is an EXTRA $40 Pay with Refund service charge. ($45 in California). Which you can avoid by paying the fees upfront with a credit card.
