Why is TurboTax saying I have to wait til the 31st to submit my state return?

My federal was accepted but it’s saying state was rejected and have to wait til the 31st got updated forms on TurboTax

Now the problem is I submitted my return again because I didn’t read email (I was using my phone) and now it’s saying pending again! So will I get another rejection? This happened yesterday and haven’t got anything back like a rejection

If you had completed, to the point possible, the OK filing, and I'm guessing here, if TurboTax can't submit it as complete, I would have expected TurboTax to inform you on your attempt to submit.

That’s the thing it says congratulations you filled your state tax! Then it sent me a rejection email so I refilled it did it again! So I tried again but after that I went and actually looked up my email on the computer and that’s where it said not til the 31st! But now my return is saying pending and hasn’t sent me a rejection email and that was yesterday so now I’m nervous that I may have messed something up
