Please Clarify.
What issue are you having when filling this return, or what message do you get when trying to transmit?
It is not giving me an option to transmit. It says the form is complete and ready to mail-in or "save for later".
My federal return transmitted fine. My Oregon form transmitted fine last year. I have two local tax forms that cannot be filed until 2/27 and I'm concerned those are somehow accidentally blocking the state filing.
Sounds similar to what I just went through. I ended up revisiting my state return in TurboTax and unchecked the box for the Metro Homeless Tax which I'm sure is one of the taxes affecting you as well. I was able to file my return successfully after I removed that local tax.
The downside is that does mean I will have to file my local taxes separately through the Portland Revenue Website but I felt that was better tradeoff than being held hostage to whenever Portland gets their act together to work with TurboTax.
It might be that not all the forms in your return have been finalized yet. If you have Draft forms in your return, it would not allow you to finish your return.

I cannot e-file my Oregon taxes (although my e-federal taxes were filed and quickly accepted). I think this is because the forms for e-filing the Portland Arts Tax) through Turbo Tax will not be available until 2/27/2025. I went to the Portland Arts Tax electronic form separately and could pay for it there. But the Turbo Tax still will not let me go forward to file state taxes! I do not want to wait. How can I get around this Turbo Tax glitch?
Yes, although TurboTax prepares form ARTS 2024 for you, it can't be Efiled right now and must be mailed in separately. You could print it from the PDF file you save to your computer from the View/Print/Save link in the FILE section and mail it.
Then, you can delete the form from your Oregon State Return and try Efiling again. If you're using TurboTax Online, clear your Cache and Cookies first.
Here's How to Delete Forms in TurboTax Online. In TurboTax Desktop, go to FORMS at the upper right, open the form in your OR return, and use the Delete Form button at the bottom of the form.
