Why is turbo tax charging me $39.99 for my state taxes?

I just did my federal and had to pay $60 because I had my college tuition on it. I've already received my federal taxes back and thought I could easily do my MI state taxes for free. It keeps trying to charge me though. Does this mean I have to do it manually? Why does their website advertise "$0 state return" then?

When you file using the TurboTax Deluxe version, there is a fee to file your state tax return. The state is only free when you file your Federal using the TurboTax Free version.

That seems so silly though. So I'm being punished for upgrading and using their product? Makes no sense Turbotax. Spent time and figured out how to file it manually myself. The state websites let you type in the state return documents before you print them now so it makes it super easy. Maybe I'll do that for my federal next year since Turbotax likes to make things worse for their paying customer.
