Why is Tubro Tax wanting me to file form 2210AI: Line 4-a,b,c?

I owe taxes and want to pay in full but why is Turbo Tax forcing me to fill out this form?

Form 2210 is the form that calculates the penalty for underpaying your taxes throughout the year. Even if you are choosing to pay your balance in full, TurboTax needs to determine the amount of penalty that applies in your situation.

why is tubro tax so screwedup this year?I tryed to E file my federal tax it wouln"let me ammend it . ITonly wante to refile it . Wat a lot of crap.I beleve that this will be my last year to use tubro tax.
