Why is the • Form 5695, Residential Energy Credits form still reporting "available soon" when twice I have been notified it is now available?

The 5695 is complete and has been rolled out.

To enter or correct a Form 5695 in TurboTax, you can follow these steps             

1. Select Tax Tools from the left sidebar.
2. On the drop-down select Tools
3. There will be 2 green boxes
4. Select Topics Search
5. Type  5695
6. Continue through the interview or post your corrections

Be sure that your program is fully updated.
