Why is RITA after me if i used turbotax?

Did you pay your RITA tax?    Your only proof would be your own bank/credit card record.  It is possible to prepare your RITA tax form when you are in the OH state tax software, but you have to go through some extra steps to prepare that RITA return and you file and pay RITA yourself.

You have not provided any details, so we don't know where you are in OH.  It is possible to work in one RITA locality and live in another RITA locality and then have to file in one or the other on your own.  It is also possible that the tax rates are different and you could owe the difference to one of them.  OH has a very complicated tax system in regard to local taxes--there are RITA taxes and there are other localities that fall under a different category of municipal tax.  Provide some details about where you live and work so we know how to help.

Although you can use TurboTax (TT) to complete a RITA form; it cannot be e-filed. It has to be printed and mailed.  So if you did not follow the screen or filing instruction page and mail it in then you did not file it.

It may be easier to fill out a city return by hand or at the  RITA web site, than to use TT. Things don't happen automatically and you need to know what you’re doing. The actual  RITA forms are easier to follow than the TT interview. http://www.ritaohio.com/
