It depends. Are you referring to your payment for TurboTax or to the IRS or a state agency? There are a number of reasons that could apply.
When you pay your taxes, TurboTax gives you the option to specify the date the payment should be charged/withdrawn. Check to confirm whether the date selected was as intended.
Also, some states require that payments be made directly to their address or website rather than through a tax software.
If you received an error message that "Intuit Electronic Filing Center is unable to complete the transaction", this could mean that there was an issue with authorizing payment by credit card. See this help article. You may need to choose another payment method.

Hi,
I am having the same problem trying to pay by credit card. I have not even gotten to the screen to enter my CC info. If I select pay with federal refund INTUIT will charge me 40 bucks to process my refund - no thank you.
Here is the error message:
"Hmm... it looks like we’ve hit a slight snag.
Please try again or check back in a bit."
any guidance is appreciated.

Try closing the program, clear your Cache and Cookies and disable your anti-virus programs. You're trying to connect to a separate Billing server.
If you still can't get your payment processed, you can pay by phone by contacting TurboTax Support and give 'Billing' as your issue.
