Why is it asking me - How much of your 2020 estimated local taxes did you pay in 2021?

Please clarify if you are using TurboTax Online or TurboTax Desktop and describe what part of the return you are in.  By local are you in a state, please provide the State and the Local area so that we could answer your question correctly.

Why is it asking me - How much of your 2020 estimated local taxes did you pay in 2021?

Is this when you are entering a 1099G for a state refund?
