Why is filing for federal tax return free, but nys isn't?

New York State is always free to efile ... the current fee is for the use of the state program to complete the state return. The state program was free until 3/15 when the ABSOLUTE FREE offer ended ... after that there is a fee for the use of the program to complete a return that can be filed.
