Can you be more specific in where you see a difference?
I compared the Qualified Dividends and Capital Gain Tax Worksheet found in TurboTax and the one found in the IRS Instruction 1040 and 1040-SR on page 33 and found them to be identical.
the div/cap gains tax worksheet-line 12a is using a different set of tax bracket values than IRS 1040 instructions on page 104 2019 tax rate schedules....what is causing this ?

Can you give us some values? The worksheet in Turbotax for line 11a is the same worksheet that is in the Form 1040 instructions.
If I understand correctly, what you are seeing is TurboTax is not picking up the right income tax bracket to then assign to the capital gains tax rate? Is this right?
In that case, can you share what income amount you are seeing along with the filing status and the rate you expect to see along with the rate that you are seeing instead so we can assist?
If you can give specific line numbers, that is also helpful.
