Not sure why you think you are being teased. The reality is that tax refunds come from having more tax withheld than you owe to the IRS. If you do not have enough tax withheld, then you owe. If this happens "every year" then you should consider changing the way you have tax withheld or start paying estimated tax during the year to avoid a big tax bill at tax filing deadline,

Getting you the "largest refund" is only 1/2 of the guarantee ... the other 1/2 is paying the least legal amount of tax due. So if you have insufficient withholdings/estimates to pay your legal tax then a refund will not be possible.
