Why does TurboTax Online portal say that I only owe $123 for Federal, Which I paid via Credit Card?....However, in my return printout, I have 4 payment vouchers?

Look closer at those vouchers. Do they say 1040ES? They are for making optional estimated quarterly payments for 2019 tax during the year. They are not for paying your 2018 tax due. You are not required to use them.
