Why does TT create two *.2016tax files? One filename is preceded by a tilda, the other is not.

The two filenames are:

• 2016 [my name] Form 1040 Individual Tax Return.tax2016
• ~2016 [my name] Form 1040 Individual Tax Return.tax2016

When I close the tax return and close TT, the ~filename does not go away.

What's going on to create a duplicate file?

The tilde file is a temporary copy of your data file which TT is forgetting to delete when it's no longer needed. You can delete it.
