Why does the state return section say that I don't have to file for my state, and then says to select "skip state" but no such button exists? And still wont let me finish

If you aren't required to file a tax return for your state, you can delete that return in the list of your state returns. If you've already registered your return, you won't be able to delete it, but you can just ignore that state and not file it.
