Why does my federal tax return show an Estimated Payment Schedule for 2017

I paid $23,800 in 2016 and owe $344.  The schedule is showing a payment of $681 each quarter.

If you’re at risk for an underpayment penalty next year, based on your 2016 information, Turbo Tax will automatically calculate estimated tax payments and prepare 1040-ES vouchers for you. Estimated taxes are recommended but not required.
