Why does it say turbo taxes has to update there systems to efile my north carolina state return and says something about form D400 1,2

Click on Review on the left side of the online program screen for the forms or schedules that are included in your tax return but are not yet available for efiling yet.

The North Carolina state tax forms have not been finalized.  They are estimated to be available in TurboTax on 01/26/2023
