Why does it say my Ohio tax paperwork is "incomplete",but will not let me back in to finish it?

This is most likely because the state forms are not yet ready for filing. 

Please check out the table below for an estimated date of when they should be ready.  You'll have to come back at that time and go through the filing steps again.
