Why does it say i can't file electronically because certain lines were not filled in when i was not offered to answer those questions?

The IRS requires certain information before the forms can be electronically filed, furthermore, some questions need to be answered in order for TurboTax to determine how to treat it the information. 

You should review your return before trying to file it.  While in TurboTax, select Review from the left hand side of the screen.

If TurboTax is telling you that you can not electronically file because you need more information, then it is doing its job.  You can still correct/add the needed information and Electronically File.
