Why do I owe so much still? Seems my withholding rate is too low

I knew I'd have investment income and made an estimated payment to cover that, but seem to have been short withholding on my regular wages? Maybe an AMT issue?

No.  It was the new tax changes.  For one thing, they reduced the withholding tables so you got more back in your paychecks each month.
