Why do I have to pay underpayment penalty when I have already paid 110% of last year's tax liability?

Go through the Underpayment penalty interview in TurboTax and answer all the questions about it.  Enter the words underpayment penalty in the Find box on the upper right, hit enter, then click on the Jump To.
