Turbotax is scheduled to be updated for this by March 2.  You will still be asked about insurance but there will be an option to refuse to answer.

However, the affordable care act is still law, and just because the IRS says today they won't reject forms that lack the information, doesn't mean they might not still assess the penalty later.  No one really knows what will happen, so be aware of the possible consequences.  If you want to refuse to answer the insurance questions, check back after March 2.
