Why do I have to buy a second state tax form if I can use the turbotax software on 5 different devices?

Are you talking about the Desktop program or the online version? In the Online version you pay for each state return.  In the Desktop program you have to buy a second state program download if you need a different state than the first free one.  So please explain more.

But I would think if you installed the program on another computer it might not know which free state you already downloaded so it might let you download a different state for free.  But I don't know for sure.

Did it work out?  Now that won't work if you need to do 2 state returns for the same person.
