IRS Free File Program - https://apps.irs.gov/app/freeFile/
If you are eligible you can use the TurboTax Free File Program which is free to file both a federal and state tax return. The Free File Program edition is a full featured personal tax program and on a separate website from the TurboTax online editions.

 

To qualify for free 2018 federal and state tax returns with the Free File Program, you'll need to meet at least one of these requirements:

  • A maximum 2018 adjusted gross income (AGI) of $34,000; or
    You qualify for the Earned Income Tax Credit (EITC); or
    You served as active duty military (including Reservists and National Guard) with a maximum 2018 AGI of $66,000 (you'll also need a military-issued W-2).

Thanks! While this answer doesn't actually answer the question I appreciate the clear directions and explanation of how the system currently works.

Did you end up using and paying for a paid edition when you were led to believe that you met all the qualifications to file for free in accordance with the IRS Free File Alliance program?   If so, you can phone TurboTax Support and explain all that and see if you can work something out.

Simply put ...to use the IRS FREE FILE program for ANY of the participating companies you MUST log in thru the IRS website...it is an offering thru the IRS only and they are the ones who need to advertise it better ...paid sites like TT have no obligation to do so anymore than your local grocer needs to tell about the near by free food bank even if they support it.
