Could be anything really. Sometimes rejections occur for reasons outside of your control. There could have been an issue with the state receiving website when you initially e-filed it or maybe the software needed an update that happened in between the time you were rejected and the time you resubmitted the return.
On rare occasions, when you e-file federal and state together, the federal will be delayed and if the state reaches its destination while the federal return is in limbo, the state return will reject. You can't e-file a state return before the federal is accepted, so when sent together, a state rejection is possible even though it is rare.
