@DavidS127 if you notice on the image attached. I received $1860 about two months ago. Today the state deducted $1699 from my bank account. Leaving me with $161 in a tax return. I don’t understand why they would grant me money and then take it away. What if I had spent that money?
The $1699 is the amount you owed the state of New York. This amount was not a refund.
You received a refund from the IRS for $1,860 and you owed New York $1,699 so your total refund is $161.
From the information here, you set up to have the state of New York automatically debt your account for the balance due.

Could I have made a mistake while filing? This seems wrong considering my last returns and how this return was handled. I have also never received such a low amount in a return ($161). @DianeC958 @DavidS127
Yes, it is possible you made a mistake in how you filed your returns. You can review the information and if there is a mistake you can file an amended return to make changes necessary.
One possibility is that you left off withholding that was paid to the State of New York.
The amount on Line 72, Page 4 of your New York return shows how much New York State Withholding you reported on your return. If this amount is incorrect you will need to amend your New York State Return.
Once you complete the changes necessary you will need to print, sign, date and mail the returns according to the instructions that print out with your returns.
Amended return cannot be efiled.
