Why did I pay to eFile if Turbotax won't let me?

When using the ONLINE version the fee is for the use of the program to complete a return that can be filed even if you have to mail it in ... there is no extra fee to efile the return. And the IRS or state have the efile restrictions not the TT program.  What issue are running into ?
