Why cant i submit my tax info yet?

IRS does not start receiving returns till third week of Jan and I think TurboTax will start accepting and holding returns from the second week of Jan 2020 ( till IRS starts accepting returns ).  You can always file by mail  but these will not get processed till e-filed returns  start ( and  because of human intervention  take longer to get into the processing queue ).
