Why cant I purchase the 2nd state product

I have finished the Federal and State of CO taxes but must also file a second state in ND.  I try adding the product, which gives me a price and says, "Hmm... it looks like we’ve hit a slight snag."  It tells me to try again.  I have been trying for several days and get the same message.  I am using TurboTax Home and Business Windows.  It was a download to my computer, not online.  Or tell me if Intuit just doesn't sell the second state.
