Why can't y'all file and charge it from my return like y'all have before

First of all it's too early to file so don't pay until you are ready to file.  Then your refund has to be big enough to cover the fees plus the $40  (45 in Calif) service charge.  You  won't be able to file until January.

Paying the TurboTax fees from your federal refund is not filing for free. You are still paying the fees. The refund is your money. You are just using part of your refund to pay the fees instead of paying with your credit card. Note that there is an additional charge to pay with your refund, so by taking the fees out of your refund you are paying more than if you pay with your credit or debit card.
