TurboTax lets you use your federal refund to pay your fees -- IF your federal refund is enough to pay the fees and the extra "refund processing fee" of $40 ($45 in CA). If your federal refund is not enough, then you need to pay your fees upfront using a credit or debit card before you e-file.

probably because states would (do) not send total refund to a third-party processor to separate your refund from Turbotax fees.
