why can't I clear my return to start a new one?

I want to clear my return to do my daughter's taxes and it says since I paid for it I cannot clear and start over.

That is correct.   If you already e-filed, registered or paid you cannot clear and start over with online.    What happened with  the return you prepared for yourself?    Did you decide not to file it---or what?

When you use online TurboTax software you get one return per fee.

Each return needs its own email, account and user ID.   If you use the same account and user ID for a second return, the second one overwrites the first return and it is lost forever.

You can't clear a return that has already been filed.  That is saved in your account.  You will need to create a new online account for your daughter in order to do her return.
