Why can I not pay for my state return with my federal return? It’s saying I cannot because my federal return has already been accepted.

No.  The IRS and the state tax departments maintain their respective tax collection systems.  

Because of this, you are unable to apply your federal refund to pay any state taxes due or vice-versa.  Likewise, if you filing multiple state returns, you are unable to pay one from the other.

However, you are able to use the Refund Processing Service to pay your TurboTax state preparation fee with your federal refund.
