Why are state taxes (due) deducted from my federal refund even though I am not filing my state taxes through turbotax?

The federal refund shows a certain amount A, but when I get to the final filing page, the refund drops to B

Ignore that.  At the end Turbo Tax just shows you the net federal and state combined. But that is only for your info. You will still get the full refund and you need to pay a tax due. 

To not file or pay for state you have to delete it.  You can add it back in later but you will have to pay.

Check you actual federal 1040 return line 35a for your refund.
