Why are capital gains included at 67% instead of 50%? The CGIR has not changed. Any one else have this problem?

The Capital Gains Inclusion Rate in Canada increased from 50% to 66.67% (two-thirds) as of June 25, 2024. For individuals, this higher rate applies to capital gains exceeding $250,000 annually, while gains below this threshold remain at the 50% rate.
