Why am i still charged? shouldn't it have gotten taken out of my refund before child support got it?

No. Child support debt is a priority obligation. It is offset from your tax refund by the US Treasury Bureau of the Fiscal Service before any portion of your refund is issued as a check or direct deposit. This prevents our banking partner from receiving funds from which to pay your TurboTax fees.
