What fee? Are you referring to the Refund Processing fee?

That fee is for having your TurboTax fees deducted from your refund, it is charged by the bank that handles the transaction (it is legal).  To avoid that extra fee, you can pay by credit card or direct debit. See the following FAQ on how to remove pay with my refund.
