Why am I being charged an additional $50.00 to file my state taxes

There is a separate charge from the Federal to prepare and e-file your State income tax return, unless you qualify to file for free.

I was quoted 136.00 total charge but 186.00 was charged by turbotax

What version are you using? A state return is an additional $40. And if you want to have the fees deducted from your refund there is an EXTRA 39.99 (44.99 in Calif) Pay with Refund service charge which you can avoid by paying the fees with a credit card.
