Who do I talk to about waiting on hold for an hour and a half only for the specialist to hang up on me without saying even hello?

I need help getting the Economic Impact Payment tax rebate. Turbo tax has exactly zero information on how to get this done if I've already filed and so I waited an hour and a half on hold only for no one to say anything, phone just went quiet, and then they hang up. I don't know what to do, I feel like I have no options.

Hello! So I should have specified. I did not receive my second EIP for $600 that was issued early this year. I got a letter from the IRS saying that it had been deposited into the wrong account along with millions of other people who had the same thing happen. Well they said they were going to redistribute them, but a lot of people, myself included, still never got it even though we qualify. So now they're saying we need to apply for the rebate tax credit on our 2020 return but I've already filed my return and received my refund. I can't get a hold of anyone to help me and I'm just getting very frustrated.

Amend will not be available in TurboTax until late in March. 

When Amend is Available in TurboTax, you will click the Amend button and then go through the amend pages.  It is get to a question about whether you received the stimulus payments.  

You will answer that you did not receive the second payment and then that payment will be added to your refund and sent to you by the IRS.
 

You generally must file an amended return within three years of the date you filed the original return or within two years after the date you paid the tax, whichever is later.
