If Turbo Tax doesn’t offer PayPal you can buy Turbo Tax at other places like Amazon.  Be sure to buy a code for the Desktop program.   Some places are also selling a code for the Online web version.

You can buy Turbo Tax at several stores like Costco, Sam’s, etc.   Where can I buy Turbo Tax Desktop program?

PayPal is generally not accepted for purchasing the TurboTax desktop tax software directly from the TurboTax's website. PayPal is not listed as a standard payment method. TurboTax accepts credit, debit, and prepaid cards with Visa, Mastercard, American Express, or Discover.
