Where do I report the amount of a lump sum I received in a divorce from a QRD0? And does it matter if I had to give most of it back in cash to him via our decree and I

I never received a 1099 etc

If the lump sum was transferred to you incident to a divorce, via your divorce decree, this is a transfer of marital assets and is not a taxable event. You do not report this on your tax return.
