I work in Kansas and live in Missouri. I take out voluntary deductions to Missouri every year and Turbo tax has always added it to my return but it is not doing it this year. Where can I add it in so that my return shows that I have an amount in my box 17 for my state income tax?

When you say "voluntary deductions" do you mean payments toward your state tax liability? but they are not shown as state tax withholding on your W-2 in Box 17?
If you made additional payments toward your state tax liability, you can enter them in the Federal section of TurboTax, under Deductions and Credits, Other Income Taxes or Estimates.
Or, are these voluntary deductions that are allowed on your state tax return as deductions to approved organizations?
If so, the Missouri interview will ask whether you had any of those deductions.
Also, The State of Missouri allows a deduction on your individual income tax return for the amount of federal tax you paid. The deduction is for the amount actually paid as indicated on your Federal Form and NOT the amount withheld by your employer that is listed on your Form W-2.
Do not use the amount of federal tax withheld from your Form W-2. You should use the Line references provided in the instructions to figure your federal income tax deduction. If you received an earned income credit, it must be subtracted from your federal tax to calculate your Missouri deduction. See this Missouri Department of Revenue webpage for more information.
