Where do I claim additional withholdings I had taken out of my check each pay period for the state and federal. Is that pre-payment of tax?

If you had additional withholding taken out of your checks for federal and state each pay period, then there's nothing else you need to enter because your total withholding will include the additional withholdings accordingly:
