Where do I add 1099-G because overpaid state last year?

You are probably on the wrong entry area...on the Wages&Income same page, there is a separate menu item labelled:

"State and Local Tax Refunds on Form 1099-G" (Desktop software label...Online should be similar) .

You probably started into "Other 1099-G Income"
