Assuming that you have e-filed your return, the withdrawal is typically within 1-2 business days from the acceptance of your return. For planning purposes, I treat the withdrawal as "immediately" and ensure that I have the tax payment funds available in the account at the time I transmit my return.

Also, print out your tax file and look at the Federal and State "Electronic Filing Instructions" sheets.

..........those debits will only happen if your e-files are accepted....not just transmitted...and some states doe not all a debit to be arranged with an e-filed tax return..so check those sheets.
