As of now, Feb. 24, The IRS must approve TT's version (programming) of the form before it can be released. See:

New date is now March 3

Seems every time the date is close, they move it out

Just seems form 1116 is not an Intuit priority

Most bulletin boards suggest moving to H&R if you want to file and need 1116
